Score each stakeholder on power and interest (Lesson 8.4) to see which of Mendelow's four quadrants they fall into. The quadrant isn't the point — the engagement decision that follows from it is, so each one gets its own strategy, not a ranking. Pre-filled with the drivers' union and SME customers in the positions the Pathfinder Replacement Squad actually placed them, plus three illustrative stakeholders to adjust as you build your own matrix.
1. Your stakeholders
Score power and interest from 1 (lowest) to 5 (highest). A score of 4 or 5 counts as "high"; 1–3 counts as "low" — that split is what decides the quadrant below.
2. The matrix
Each stakeholder plotted by power (vertical) and interest (horizontal).
Power — low to high
Keep satisfied
Manage closely
Monitor
Keep informed
Interest — low to high
3. Engagement by quadrant
What "appropriate engagement" means for each group — not a single winner, because different stakeholders need different, sometimes opposite, treatment.
Placements aren't fixed for the life of the project: revisit them as power and interest shift, and move a stakeholder's scores when they do.
